Regarding the Stamp Duty (Amendment) Decree

The Stamp Duty (Amendment) Decree (A.E. 746) entered into force upon its publication in the Official Gazette No. 150 dated August 13, 2026.

The new regulation introduces new stamp duty exemptions for various contracts and transactions, primarily certain loan agreements arranged by authorized banks.

The main transactions that fall under the exceptions are summarized as follows:

  • Loan agreements and loan restructurings that meet specific conditions,
  • Loan agreements under the Credit Guarantee Fund and the Credit Interest Support Fund,
  • Turkish Lira housing loans with specified conditions are available for first-time homebuyers.
  • Agreements made within the scope of state grant, support and aid projects,
  • Service contracts that government offices make with contracted personnel,
  • Certain loan agreements between the Cooperative Central Bank and cooperatives,
  • Loans improved and restructured under the Development Bank,
  • Low-interest loans for the purchase of breeding small ruminants under specific conditions.
